FYI, Texas is 24th-worst, Florida is 27th-worst. WA is eight-best.
Texas' mortality rate is 160 per 100,000
Florida's is 150 per 100,000
Washington state's mortality rate is 67 per 100,000
The hard numbers show TX and FL are over twice as bad as WA.

There does not appear to be any indication that WA is doing poorly in comparison to its peers, according to this graphic. Instead, WA seems to be squarely in the middle of the pack:
