In WWI, when Germany marched through Belgium, the German army used collective punishment. When there was a sniper - or sometimes even a suspicion of a sniper - the occupying units would drag out residents, line them up, and shoot them. They did the same thing in other places in WWII - to *their* mind, they were doing exactly what you support, to make resistance too painful to continue.
