You mentioned the Philippines - it's *normal* to bribe traffic cops there - I've done it myself (and even paid off a judge to get my brother-in-law out of jail). When my brothers-in-law came to America, their biggest shock came when I told them to never, ever try to bribe a policeman here. It was hard for them to comprehend that here, *most* civil servants don't take bribes and will report any attempted bribery.
